Good news. I found this infidel, this self proclaimed " Wie Song." I have taken care of him. He, he, he...
That is good news. However, I was not able to get him to submit any evidence of use to me. Before his jailing- er, his temporary relocation, he told me only one thing: that someone else was behind it all. Typical.
One thing does make me feel a bit better. I found a note from the American President to Wie. I will have the President or one of his men taken to me immediately, regardless of method. Perhaps he knows something of my friend's death...

I stumbled over this code, which was on a piece of parchment near on the steps of the Consul's palace. It said this:

At first, I couldn't make head or tail of this. But I soon realized that whatever the writing's meaning might be, this was no ordinary code. There was a hidden message, a message that someone, perhaps Wie Song, did not want anyone to find.

But before we get into that, a bit about me. I am a guard at the Consul's palace, in the forbidden city. It is not yet safe for me to tell you my name, so I will use this one: Zhao-Ling-Chen. Recently at the palace, there have been some disturbing events. Firstly, the consul was murdured by some American, curse him. We don't yet know his identity, but we did manage to get a picture from the camera of a resourceful guard. After the killing, the palace has become a fiery pot of kaos. Almost as hot as the hot and sour soup my friend serves at his restaurant. Well, of course we doubled security, and had each guard pass a test to see if he knew anything about the conspiracy. However, none of the guards admitted to killing the Consul. Have they no honor?!?
Tonight marks one week after the tragedy. I have been personally looking into the situation myself- hoping to find any clues to connect a guard with the murder of my friend and leader.
So, this code is the first piece of light cast upon a wall of black turbulence. I just picked it up off the ground near a side door into the palace... not many people know about it. I snuck in the door, which happens to lead to my chambers, and found this creep sitting on my pillow. He said "Oh, sorry sir" and ran away. Very suspicious. :(
So, had any luck with the code? I have just deciphered it. Really, sirs and misses, it is only too simple. This is how it works:

The second letter of every "word" contains a secret ingredient to the magial potion that is this code. The numbers represent the number of the letter they are in the alphabet (a=1, b=2) with each tenth as a zero and then eleventh as a one, twelvth as a two, ect. Some may mean two things, so you must check all possibilities. It works like this-
